Citizens Oversight Committee
Under the terms of Measure B as approved by voters in the June 3, 2008 election and Measure K as approved by voters in the November 4, 2014 election and the California Constitution (Prop 39), the Board of Trustees must establish an Independent Citizens' Oversight Committee (COC). Members of the COC may serve three consecutive two-year terms.

On March 19, 2019, Citizens' Oversight Committee President David Fung presented the Committee's Annual Report for the 2017-2018 fiscal year to the Fremont Union High School District's Board of Trustees. This is the ninth annual report issued by the Committee. Mr. Fung indicated that the Committee was pleased with the work being done on the Measure K projects. He thanked the members of the Committee for their commitment to the Bond and Parcel Tax Programs.
The District contracted with Vavrinek, Trine, Day & Co., LLP to perform the annual audit of the bond funds for Measure K as well as to verify that the use of the funds is within the scope of the published election materials specifying the intended use of bond proceeds for the year ending June 30, 2018. The Citizens' Oversight Committee reviewed in detail drafts of the audit reports. The Board of Trustees accepted the 2017-2018 Measure K Annual Financial Report on December 10, 2018.
