December 19 through January 2. School resumes on January 3, 2006.
The Educational Services Center will be open through December 22 from
8am to 4:30pm and reopen at 8am on Tuesday, January 3, 2006.

DISTRICT BULLETIN — Volume XIII, Issue 7

We are a community of people who care...
After listening carefully as parents and community members voiced their concern about the recent Wall Street Journal article “The New White Flight” at the December 6th Board meeting, Board Members confirmed that they share the community’s concern regarding the implication and inaccuracy of the article and will meet to discuss how to reaffirm the District ’s commitment to celebrate and honor our diverse, rich, multicultural community and our outstanding high schools.
Student Board Member Helen Yang stated, “Districtwide students are angry that this article was published nationwide putting a bad face to our high schools, but many students believe instead of being angry with the journalist or what was printed in the article, we need to focus on underlying areas such as academic pressure.”
Superintendent Dr. Steve Rowley confirmed “I am confident that anyone familiar with our schools and those quoted in the article will see through its distortions to affirm the quality of our schools and the Cupertino community. On the positive side, this article can serve as a reminder that the unity of our community and its rich, multicultural heritage is something not to be taken for granted.”
Budget Study Session
Chief Business Officer/Associated Superintendent Geoffrey Kiehl led the 2005-06 First Interim Budget Study Session prior to the December 6th Board Meeting. Highlights of his report:
- All signs point to a strengthening local economy - construction up, lease vacancies down, business activity rebounding
- 2004-05 wrap-up: no audit findings or fund balance adjustments with final report to the Board of Trustees in January 2006
- 2005-06: immaterial change ($3K) in fund balance versus Adjusted Budget
- 2006-07 & 2007-08: enrollment growth & utilities increases will take “chunk” out of property tax growth; modest increases in reserve levels still likely to materialize
- Overall, a fairly stable environment when compared to recent years
Kiehl acknowledged Controller Ernie Victoria and Senior Account Analyst Sharon Dwelle, who both are retiring December 16th after five years and 31 years respectively, for their valuable contributions and outstanding work in the business department. |

STUDY SESSION:
2005-2006 First Interim Budget Report: See District Bulletin
Response to Growth in City of Cupertino: Superintendent Dr. Steve Rowley reported that the District was surprised to see an increase in the number of proposed units, and consequently the number of students generated from these units, in the City of Cupertino’s Environmental Impact Report. District enrollment is projected to increase over the next couple of years, and it may have an impact on the capacity of some of our high schools. The District is currently in negotiations with most of the major developers and has every intention of requiring them to pay a fair cost for the impact that their project will have on our schools.
ANNUAL ORGANIZATIONAL MEETING
Board of Trustees elected officers for 2006:
Avie Katz, President; Barbara Nunes, Vice President; and Kathryn Ho, Clerk
Appointed Board Representatives: Barbara Nunes, North County Regional Occupational Program (NCROP) Executive Council; Avie Katz, representative to Institute of Computer Technology Board; Avie Katz, Board Representative to vote in the 2006 election for members of the Santa Clara County Committee on School District Organization; Nancy Newton, Board Representative to the Santa Clara County School Boards Association Executive Board; Kathryn Ho and Homer Tong, District’s Audit Committee, and Superintendent Dr. Steve Rowley, Secretary to the Board of Trustees. The Board adopted the 2006 calendar of Board meetings.
SUPERINTENDENT’S REPORT

BOARD OF TRUSTEES...
- Approved the Lynbrook High School Music Department Choir Trip to Germany, February 22, 2006, through February 27, 2006
- Approved the Carl Perkins Vocational and Technical Education Local Performance Plan for Adult and Community Education
- Approved the Carl Perkins Vocational and Technical Education Local Performance Plan for Fremont High School
- Reviewed revenue and expenditures associated with 2004-2005 developer fees
- Certified that the Fremont Union High School District will be able to meet its financial obligations for the current fiscal year and subsequent two fiscal years
- Reviewed the first Annual Report on Parcel Tax Revenues and Expenditures
Plan for expending the 2005-2006 proceeds of the parcel tax includes but is not limited to: restoring rolled-back salaries and benefits for teachers, instructional aides, and classified staff; sustaining staffing in our 7-period day; restoring the class size reduction program for 9th grade students in English and Algebra; and restoring discretionary school budget allocations used for instructional materials, technology, and a variety of other programs.
- Approved Verification of Requirements for a Provisional Internship Permit for Jay Rosenberg, Educational Specialist—moderate/severe disability area
- Approved proposed job description for Construction Manager
- Approved revisions to Board Policy 4350 - Personnel – Compensation and Review of Administrative Regulation
- Approved the Joint Powers Agreement for the Institute of Computer Technology for the 2007-2008 Fiscal Year
- Nominated Nancy Newkirk as candidate for California School Boards Association Delegate Assembly (pending her desire to run)
- Scheduled Fremont Union High School District, Cupertino Union School District, and Sunnyvale School District Joint School Boards Meeting on March 9, 2006 at Sunnyvale School District
