GENEROUS!  AWESOME!  OUTSTANDING!  REMARKABLE!
Words cannot describe the donations collected by Homestead High School students and staff for Sunnyvale Community Services. Each year they outdo the previous year’s donations of cash, canned goods, clothing, towels, household items, toys, and even children’s bicycles. HHS Special Education Teacher/ASB Activities Director Melina Miller
led the charge with her Leadership students who counted and
collected the items in third period classes. SV Community Services collected the donations in their large van – it took three trips!

Re-elected Board Members Kathryn Ho and Barbara Nunes were sworn in and the oath of office administered by Acting Superintendent Polly Bove and Cupertino Union School District Trustee Josephine Lucey respectively. Newly elected Board Member Bill Willson was sworn in and the oath of office administered by Acting Superintendent Polly Bove.

On December 5th the Board of Trustees unanimously approved the appointment of Polly Bove, current acting superintendent, as the Superintendent of the Fremont Union High School District through June 2008. This appointment was effective immediately. Board Members congratulated Polly with the following…   
     “During your short time as acting superintendent and during your long history with the District, you have proven that you are what we need and you have done an excellent job being inclusive of everyone.”

Polly met with Fremont High School students
and Principal Peggy Raun-Linde
Since being appointed acting superintendent last August, Polly has attended staff meetings and has held informal lunch meetings with students and with staff on all five high school campuses. She has also
attended school PTA/PTSA meetings and held districtwide PTA presidents meetings. Polly actively seeks input from everyone and values working with all groups in our community. Her commitment to work as a team and her strength in motivating people has developed a real trust from employees districtwide that makes her appointment
as superintendent a true reason for celebration.

The Fremont High School Choir performed at the annual holiday luncheon for staff
at the Educational Services Center. The choir is directed by Joe Howard and will perform in
the FHS Holiday Concert on Thursday, December 14th at 7:30pm in the Fremont High
School Auditorium and in Disneyland during the February break.


BOARD REPORT for Board of Trustees Meeting December 5, 2006

STUDY SESSION: 2006-2007 First Interim Budget Report: Chief Business Officer/Associate Superintendent Geoffrey Kiehl reported that the State budget includes new funds for ongoing and one-time programs, including support for additional school counselors, art & music block grant, and mandated cost reimbursements. He reported that the District will see a 7.7% property tax growth (assessed increase is 11.41% less appeals, unsecured, and homeowner’s exemption) but expenditures are also increasing such as special education support up by $1 million (mainly due to increased enrollment) and substantial health benefit rate increases. Kiehl stated that the District received the highest bond rating of Aa2 given to California school districts (only 15 of 1,053 districts) from Moody’s.

Annual Organizational Meeting Board of Trustees elected officers for 2007: Barbara Nunes, President; Kathryn Ho, Vice President; and Nancy Newton, Clerk. Appointed Board Representatives: Kathryn Ho, North County Regional Occupational Program (NCROP) Executive Council; Bill Wilson, representative to Institute of Computer Technology Board; Barbara Nunes, Board Representative to vote in the 2007 election for members of the Santa Clara County Committee on School District Organization; Nancy Newton, Board Representative to the Santa Clara County School Boards Association Executive Board; and Acting Superintendent Polly Bove, Secretary to the Board of Trustees.

ANNOUNCEMENT OF ITEMS DISCUSSED
IN CLOSED SESSION AND ACTIONS TAKEN

Board President Barbara Nunes announced that the Board of Trustees on a 5-0 vote appointed Polly Bove Superintendent — see District Bulletin

COMMUNICATIONS
Suman Ganapathy
, President of Cupertino Fremont Council of PTA, expressed her gratitude to Polly for meeting with PTA/PTSA presidents saying they appreciate her warm style and her willingness to let them know what is going on in the District. She congratulated Polly on being named superintendent saying, “I know the parent community is going to be very, very excited!” CSEA President Pam Coppel stated she was thrilled that Polly is superintendent noting how creative Polly is when working with classified staff. FEA President Tom Avvakumovits congratulated newly elected Bill Wilson and re-elected Kathryn Ho and Barbara Nunes to the Board. Tom then stated it was “great to start with 5-0 vote recognizing the quality and experience of Polly as Superintendent.” He then expressed his concern over the astronomical costs of heath care which each year takes up an increasing percentage of resources for compensation and expressed FEA’s desire to discuss strategies to deal with this.

STUDENT BOARD MEMBER REPORT
Student Board Member Peter Lu, Monta Vista High School senior, reported on school activities at all five high schools. He reported that the IDC exchange held at Fremont High School last Friday was a real success and that IDC students are working with District staff on the wellness policy, in particular what healthy foods to offer students and how to make the cafeterias more “kid friendly.”

SUPERINTENDENT’S REPORT
Superintendent Polly Bove recognized the Monta Vista High School 2005 Newspaper el Estoque for being named a finalist for National Scholastic Press Association’s Pacemaker Award. MVHS Principal April Scott stated this was due to the tremendous work of new journalism teacher Michelle Balmeo and her dedicated students. Bove also announced that YAHOO! will have 100 volunteers working on Fremont High School’s outdoor science classroom and other projects on Wednesday, December 13th.

LEGAL EXPENSES RELATING TO DISMISSAL OF SUPERINTENDENT
As requested by a community member and a Board member, the District is reporting expenses connected with the dismissal of former superintendent Steve Rowley. Legal expenses billed from law firm of Zampi and Associates for June 24 - November 22, 2006 total $57,610.40. Legal expenses billed through November 28, 2006 from law firm of Bennett & Sharpe, Inc. are $21,011.10. A third law firm Lozano Smith bills total $14,519.50. After much discussion by the Board, it was decided that the bills for Bennett & Sharpe, Inc. and Lozano Smith “are not costs directly related to the termination of the superintendent” and will be reported with that designation. Superintendent Polly Bove reported that the Board decided to use the District’s JPA (Joint Powers Agreement) as the attorney regarding the lawsuit filed by the former superintendent, and thus received a 30 day extension in responding to the lawsuit to allow time to change attorneys. She also stated that at this time the District has no idea how much can be revealed when a settlement is reached and that the JPA has indicated that some expenses might be covered (but not contractual issues). Community member Larry Dean and Homestead High School student reporter John Baldwin expressed their concerns about the impact this suit will have on District finances.
