BOARD REPORT for Board of Trustees Meeting October 18, 2005

*****************************************************
The Board Meeting began at Lynbrook High School, 1280 Johnson Avenue, San Jose,
and ended at Cupertino High School, 10100 Finch Avenue, Cupertino

Deputy Superintendent Polly Bove informed the Board that the purpose of this meeting was to show them some of the work that needs to done on two of the five high school campuses. She stated that the importance of this tour was to highlight issues that weren’t obvious a few years ago during modernization and to show the Board the concerns, specifically for safety, currently at each high school. The tour was only at two high schools but the issues are quite similar at all five high schools. She also stated that staff has been working with principals to identify needs at all high schools and will present the District’s Capital Outlay Plan at the November 15th Board meeting. This plan will detail proposed repair/replace projects with funding sources outlined.

Board President Homer Tong, Board Members Avie Katz, Barbara Nunes, Nancy Newton, and Helen Yang (student), Superintendent Dr. Steve Rowley, Deputy Superintendent Polly Bove, CBO/Associate Superintendent Geoffrey Kiehl, and other staff* along with Homestead High School Parent George Hamma toured Lynbrook and Cupertino High Schools to get a first-hand look at issues and concerns that occur over and over again at all five high schools in the District. Many of these issues were not included in the scope of modernization work conducted the last six years in the District; some are a result of unsatisfactory work.

Principal Mike White led the tour at Lynbrook High School:

  • STOBER FIELD has an old irrigation system that cannot reach all grass areas that need watering and field gets no rest as it is used constantly for different sports throughout the seasons;
  • BASEBALL/SOFTBALL BACKSTOPS are in need of repair;
  • ACCESS ROAD with large, deep potholes, cracks, and dips due to heavy construction trucks and equipment used during modernization is safety hazard;
  • TREE RINGS of concrete around many trees on the campus need to be removed as trees have outgrown rings, with irrigation problems and safety hazard in some areas;
  • AUDITORIUM needs additional seating, stage was resurfaced with product recycled from the gym modernization at Monta Vista HS;
  • CHOIR ROOM has severe acoustic issues since the ceiling was raised (acoustic issues for teachers instructing classes occurs also in gyms and field houses);
  • TRACK & HIGH JUMP AREA is in great disrepair, a safety issue.
  • LHS Facilities Supervisor John Treanor stated there are several leaks under the sidewalks around campus and the swimming pool still needs to be repaired as it leaks water even though it was remodeled a couple years ago.

As the group drove to Cupertino High School, the tour stopped on Tilson Road on the west side of the CHS campus by the Football Field. This area is a mixture of asphalt, gravel, and dirt that needs to be resurfaced to address serious drainage issues.

Principal Cary Matsuoka led the tour at Cupertino High School:

  • BUS CIRCLE has been redesigned but grass area between circle and street needs to be landscaped;
  • QUAD and other areas of campus are unsafe due to shrinking wood frames around concrete areas, posing tripping/safety hazard;
  • AIR CONDITIONING / HEATING UNITS in classrooms were installed in soffits and maintenance of units is difficult because of their location/orientation;
  • BOILER coils keep bursting because of design flaw. Classrooms are without heat and/or air conditioning and become drenched when coils burst—the District is reviewing legal implications;
  • TEAM LOCKER & WEIGHT ROOMS require updating and were not done during modernization of the campus.

* Coordinator of Maintenance, Operations, and Transportation Carl Dunn; Director of Facilities Modernization Bill Flory, Director of Business & Property Services Christine Mallery; Communications Manager Cindy McArthur; LHS Assistant Principal Tammy McMillan; Executive Assistant to the Superintendent Colleen Medeiros; Coordinator of Facilities Modernization Sharon Serrano; and School Facilities Supervisor John Treanor

Capital Improvement Plan Discussion in Cupertino High School Career Center
Superintendent Rowley stated that staff will hold a Board Study Session in November to discuss how to solve many of the identified issues and problems with a priority for health and safety issues. Bove and Kiehl have been exploring different revenue streams to help fund some of the projects, working on a short term plan and a longer term plan. Board Members also discussed the importance of taking regular care of the fronts of our high schools—important for maintaining a sense of pride for students, staff, and the community. Bove noted that some schools are looking at fundraising for electronic bulletin boards like those in front of Fremont and Homestead High Schools.
