Congratulations to WELTON KWONG
who represented the Fremont Union High School District at Santa Clara County’s 2007 Teachers of the Year celebration. Thirty teachers from districts in the County were recognized for their excellence in the classroom, their commitment to professional development, and their dedication to students, school, and the community. Welton Kwong was also recognized at the District’s October 16th Board of Trustees meeting by

Academic Deputy Superintendent Kate Jamentz and Board Member Hung Wei. Kwong began his career in the District in 1998 at Homestead High School where he teaches English language learners. For the past two years, he has also served in a leadership role as Teacher on Special Assignment for the English Learner Initiative. This Initiative is designed to strengthen curriculum and teaching practices in English Language Development courses and in content area courses that serve English Learners in all five of our high schools. Kwong’s many contributions to the students and educators in the District include his deep respect for the talents and contributions of immigrant students and their families and his high expectations for students and the deeply held belief that their English learning can be accelerated by thoughtful and intentional instruction. Jamentz wrote, “Welton is a gifted educator who consistently reflects and refines his teaching practice to improve himself and to meet the needs of his students.”

Carson Ure Presents American Flag to District
Senior Carson Ure, a College Advantage student from Cupertino High School, had the remarkable experience of working as a congressional page in the U.S. House of Representatives last year. As a page, Ure provided administrative support to U.S. Representatives and at the same time attended school in the Library of Congress. At the October 16th Board of Trustees meeting, Carson Ure presented an American flag and plaque to Board President Barbara Nunes and stated, “I am delighted as a duly elected member of the 110th Congress Page Service Council to present this flag, flown over the dome of the United States Capitol, to the Fremont Union High School District for its contributions to educational excellence and dedication to creating informed citizens.”
New teacher mentors Cherry Baugher, Terri Hannigan, Josh Maisel, and Nikki Merrick
organized two thoughtful, provocative staff development seminars for first and second year participating teachers on October 15th. One seminar focused on teaching English Learners, while the other focused on teaching students in special populations. Both seminars were designed to take educational theory and turn it into targeted, practical applications
that the teachers can implement in their classrooms.


BOARD REPORT for Board of Trustees Meetings October 16, 2007

PUBLIC HEARING   Pursuant to AB 1200 and the collective bargaining agreement public disclosure requirements of Government Code Section 3547.5, a public hearing was held at the regular scheduled meeting of the Governing Board of the Fremont Union High School District for the purpose of receiving input from the parents, teachers, and members of the community interested in the affairs of the District. Community Member George Hamma asked for clarification on allocation; Superintendent Polly Bove explained the increase is from
one time excess revenue left when closing the books on the 2006-07 school year.

STUDENT BOARD MEMBER REPORT   
Student Board Member JingJing Xia reported that Homecoming will take place this month at all five high schools — Cupertino celebrated Spirit Week and Homecoming last week. Homestead and Monta Vista High Schools kicked off their Spirit Weeks today with dress-up days to build school and class spirit. Fremont and Lynbrook High Schools will celebrate the next two weeks. She showed pictures of Cupertino’s spirit events

SUPERINTENDENT’S REPORT
Presentation by Cupertino High School Senior Carson Ure, U.S. House of Representatives Page See District Bulletin • Superintendent Polly Bove announced that the Lynbrook High School Job Shadow program will be featured in a cable TV show “The Better Part” tonight and this Friday night at 7pm. This show will be cablecast in Cupertino, Los Altos and Mountain View. The show will be cablecast in San Jose and Saratoga in November (the exact time and date is unknown at this time). • Superintendent Polly Bove announced that a delegation of middle school students and adults from Hsinchu City in Taiwan will shadow students at Cupertino, Homestead, and Monta Vista High Schools on October 30, 31, and November 1.

CUPERTINO HIGH SCHOOL PLAN
Principal Kami Samaniego presented an overview of the Cupertino High School Plan. She highlighted school goals and areas of focus for this school year. One of the staff goals is to create an environment where every student can get involved, find a niche, and be connected with school, such as through 45 different honor, service, and interest-based clubs, sports teams, band, choir, art, drama, and spirit groups. For a first-year principal of Tino, Samaniego spoke in true Pioneer style, acknowledging the incredibly caring and committed students and staff who strive to be connected with the community in which they live and work. She pointed out the Class of 2010 Kenya Dream project where all fundraising they do their four years in high school will go to support a school in Kenya. Their ambitious goal is to raise $100,000 and a true example of the powerful and positive Tino Spirit. The CHS School Plan will be presented to the Board for approval at the November 6th Board meeting and posted online when approved.

HOMESTEAD HIGH SCHOOL PLAN
Principal Graham Clark presented an overview of the Homestead High School Plan. He highlighted student data, school goals and specific action plans for this school year. He reported that an interim peer tutorial program with 30-40 tutors and tutees is in place and meetings have been held for staff and parent input into developing a revamped tutorial program. He stated that Deans Laura Gonzales and Wes Morse are each teaching an AVID class as well as focusing on student discipline issues including attendance intervention — less kids are tardy and cutting class. The HHS School Plan will be presented to the Board for approval at the November 6th Board meeting and posted online when approved.

UPDATE ON ENGLISH LEARNERS INITIATIVE
Teacher on Special Assignment for English Learners Initiative Welton Kwong provided a review of key events since the EL Initiative was launched in the 2005-06 school year. He reported the focus for this school year includes ELD and sheltered classroom observations, professional development on writing instruction, collaborative lesson planning and student work assessment, professional development for guidance and administrators, and inquiry of additional educational options for English learners. He proudly announced that the First Annual FUHSD ELD Speech Contest will be held on May 19, 2008. Coordinator of Testing and Assessment Bryan Emmert explained the difficulty in tracking which students make up the EL subgroup for testing and accountability, as these students are very mobile in and out of school and out of the EL program. He acknowledged Betty Lee for her excellent support in this area. They showed a video of Homestead High School ELD students talking about learning English.       Revenue Sharing Process, effective July 1, 2006, for Fremont Education Association (FEA),

      Association, including Superintendent, Academic Deputy Superintendent and Associate
      Superintendents
