BOARD REPORT for Board of Trustees Meetings August 28, 2007

New Board Member Hung Wei was sworn in and the oath of office administered by Superintendent Polly Bove. Wei was appointed Trustee on July 30th as a result of the resignation of Kathryn Ho. Two Board officer positions were adjusted through November 2007: Nancy Newton, Vice President; and Homer Tong, Clerk.
COMMUNICATIONS
Board President Barbara Nunes welcomed Ben Clausnitzer, newly elected President of the Fremont Education Association. CSEA President Pam Coppel and Clausnitzer welcomed Hung Wei to the Board of Trustees on behalf of the teachers and classified staff in the District.
STUDENT BOARD MEMBER REPORT
Student Board Member JingJing Xia reported on opening of the school year activities at each high school. She also announced that IDC students are developing a six-month plan for the cafeteria updating project begun last year in conjunction with the District’s Wellness Committee. The overwhelming consensus to improve the cafeterias in all five schools is to make them more comfortable by painting the walls, bringing in new furniture, and providing music and/or videos for students to enjoy.
SUPERINTENDENT’S REPORT
Superintendent Polly Bove reported that the first day of school went very smoothly at all sites. Director of Educational Services Trudy Gross updated the Board:
• The Young Parent Program previously housed at Cupertino High School has moved to
Adult & Community Education. This is a natural fit as 80% of the young mothers are from
the nearby Fremont High attendance area. Alison Coy, Coordinator of Educational Options,
will oversee the program. Gross invited Board members to a kickoff this Thursday,
August 30th, at 3pm to meet the program’s teachers and support staff. The program begins
on September 10th.
• Challenge Learning Center has re-opened the Ropes Courses at Baylands Park. They are
entering a partnership with Sunnyvale Public Safety and Gross invited Board members to a
kickoff on Thursday, September 6th from 4-6pm to learn more about this exciting adventure.
• Trudy Gross attended a conference sponsored by Alliance for a Healthier Generation, the
American Heart Association and the Clinton Foundation. The District through its Wellness
Committee and student-focus on improving cafeteria offerings is in the forefront in helping
address childhood obesity.
Academic Deputy Superintendent Kate Jamentz updated the Board on professional development in the District last week:
• Teacher on Special Assignment (TOSA) Welton Kwong brought together all of our ELD
teachers to work with the publisher of the textbook series that was purchased last year.
Jamentz stated that TOSAs I-Heng McComb and Kwong are focused on helping improve
student performance in beginning algebra and for English Learners at Fremont High School.
• Two districtwide professional development days were planned by assistant principals and teacher leaders at each site and all schools drew on themes from the Leadership Retreat.
Human Resources Director Nancy Fischer and HR Coordinator Jason Crutchfield updated the Board on staffing:
• The District hired 73 new certificated employees this year which includes guidance
counselors, psychologists, and speech pathologists. There are only three unfilled positions
(school psychologist, math/business teacher, math/science teacher for Community School).
LEGAL EXPENSES RELATING TO DISMISSAL OF FORMER SUPERINTENDENT
Legal expenses directly related to dismissal of former superintendent Steve Rowley: from Law firm of Zampi and Associates — $97,615.25 and from law firm Haws Theobald & Auman — $2,500 for a total $100,115.25. Legal expenses not directly related to dismissal: from law firm of Bennett & Sharpe, Inc. — $21,011.10, from law firm of Zampi and Associates — $10,260.00, from law firm Lozano Smith — $14,519.50; and from Littler Mendelson — $70.00 for a total of $45,860.60. The Board agreed that this should be the final reporting of these expenses.
BOARD OF TRUSTEES...
• Awarded a contract, in the amount of $190,137 to Tri Valley Office Interiors for partitions
and furniture at Monta Vista High School’s Administration Building and the District Office,
and authorized staff to issue change orders, as necessary, pursuant to Public Contract
Code 20118.4
• Adopted Resolution #078-01 - “Fix” the No Child Left Behind Act. Copy of resolution will
be sent to NSBA, CSBA and Representatives Mike Honda and Anna Eschoo.
• Adopted Resolution #078-02 Child Development Division’s Infant-Toddler Resource
Awards for Fiscal Year 2007-2008
• Approved the use of Passive Parental Consent for the California Healthy Kids Survey and
reviewed of AR 5022 Student and Family Privacy Rights
• Reviewed District’s Investment of Surplus Funds per Board Policy 3430
• Approved Verification of Requirements for a Provisional Internship Permits for Leslie
Navarro, Educational Specialist—mild/moderate disability area; for Nicole Walker,
Educational Specialist—mild/moderate disability area; and for Ted Shinta, Teacher,
Industrial Technology Department
• Approved Variable Term Waiver Request for Mona Guerrero
• Reviewed Quarterly Report on William Uniform Complaints from April 1 through
June 30, 2007 – no complaints
