PUBLIC HEARING was held on the proposed Adoption Budget for 2006-2007 — no comment

COMMUNICATION
Parent Venu Pemmaraju asked the Board of Trustees to consider raising the limit of 50 students for open enrollment at Lynbrook High School if space is available. (Board cannot comment as this was not agendized). Homestead High School Parent Brian Smartt expressed his family’s concern about teacher retention and quality issues at Homestead High School.

SUPERINTENDENT’S REPORT
Superintendent Dr. Steve Rowley and the Board honored outgoing Student Board Member Helen Yang. See District Bulletin. • Dr. Rowley announced that Mr. Phil Quon will be the new superintendent of the Cupertino Union School District and that he looks forward to working with him. • Dr. Rowley acknowledged Kathleen Sullivan as a new Assistant Principal at Lynbrook High School and Ray Ramsey as the new Manager of Custodial and Safety Services, both approved on the personnel report and in attendance at the meeting.

UPDATE ON ENGLISH LEARNER INITIATIVE
Associate Superintendent of Teaching & Learning Kate Jamentz presented the English Learner Initiative update stating there are over 30 different first languages spoken by the District’s English Learners (EL) with Spanish and Mandarin the most prevalent. She noted that some EL students enter the District having studied English for years and others come here speaking none at all. Their progress in learning English is measured by the California English Language Development Test (CELDT) which includes five levels. This year the District’s EL student sub-group scored well above targets set by the three new state Annual Measurable Achievement Objectives (AMAO): AMAO#1 measures progress on the CELDT; AMAO#2 measures English proficiency as determined by the CELDT; and AMAO#3 measures adequate achievement in core content areas as measured by the California High School Exit Exam (CAHSEE). Jamentz stated that to meet AMAO#3 in two years, the District’s EL sub-group must improve at a faster rate than they have been on the English Language Arts portion of the CAHSEE (part of a requirement of the federal No Child Left Behind Act). Homestead High School Teacher on special assignment Welton Kwong has been the lead this year in working with other District staff in developing strategies to help these students be successful. They have been working on a common core curriculum in English Language Development (ELD) classes and improving ELD teachers’ access to their students’ performance data. A new textbook series with supplemental grammar text will be available next year for ELD classes. And Fremont and Homestead High Schools will pilot an Academic Reading and Vocabulary course for students who enter high school in the two lowest CELDT levels. Kwong and others are also producing a Benchmarks Binder for use as a resource guide for all ELD teachers. Key to the success of this initiative is also staff development—stabilizing and building the expertise of ELD staff including teachers, coordinators, and assistant principals assigned to oversee this program.

SCHOOL WELLNESS POLICY
The District is required to establish a local school wellness policy by July 2006. This School Wellness Policy BP5030(a) is developed and monitored by the District Wellness Council. Trudy Gross, Director of Educations Services, will continue to lead the District Wellness Council in monitoring implementation and further development of the Wellness Policy. The Council and District’s Food Services staff will assist in navigating compliance to state laws pertaining to food sales (SB12 and SB965). For the 2006-2007 school year, all schools will eliminate the sale of candy and fried burritos.
