BOARD REPORT for Board of Trustees Meeting May 16, 2006
*******************************************************************
STUDENT RECOGNITION
A special recognition ceremony was held before the Board of Trustees meeting to honor student groups chosen at each site. See District Bulletin.
BUDGET STUDY SESSION
Proposed Budget — CBO/Associate Superintendent Geoffrey Kiehl reported that the District is currently in a stable financial environment and highlighted the following reasons:
… Employee groups’ Revenue Sharing Process is providing stability even while
student enrollment increases.
… Parcel and property tax revenues coupled with residency verification and staffing
efficiency yield moderate increase in general fund balance for next year while at the
same time slightly increasing the District’s reserve percentage (currently at 3.75%).
… Governor’s May Revise Budget is very positive for education community and includes
proposed pay back of Prop 98 funds (one-time funding); some of the money the District
is owed is for mandated cost reimbursements but recommendation is not to spend that
one time money until audited; can safely add it to District’s reserve.
… Governor’s May Revise includes some on-going funding recommendations for arts,
music, supplies, counseling, physical education equipment, instructional materials —
nothing final until state budget is approved.
Kiehl does not expect the state budget to be approved until late July, August or September. The District will hold a budget hearing on June 6, with adoption of the budget by the Board of Trustees slated for June 20.
SUPERINTENDENT’S REPORT
Superintendent Dr. Steve Rowley introduced Lynbrook High School Principal Mike White and Monta Vista High School Principal April Scott who announced that their schools were recognized on the California Business for Education Excellence and Just for the Kids-California Inaugural Honor Roll. The 261 California public schools on this list were chosen for demonstrating consistent high academic achievement or for making tremendous progress in closing achievement gaps among students (more info at http://www.cbee.net/). • Cupertino High School Principal Cary Matsuoka reported that unfortunately investigators are running out of leads in catching the person(s) who started the fires at the high school on Sunday, April 30. • Cindy McArthur, Manager of Communications, announced that students Neha Jaganathan and Mark Herrera (Cupertino HS), Edward Chao (Lynbrook HS), Lin Le and Katherine Maslyn (Monta Vista HS), and Avni Bhakta (Homestead HS) served on Congressman Mike Honda’s Student Advisory Council this year and participated in a youth conference last Saturday to explore teen issues and encourage community involvement. • Dr. Rowley informed the Board that the Santa Clara County Office of Education received signatures from residents living in the City of Saratoga within Campbell Union and Moreland School Districts’ boundaries. These residents (about 200 homes) are requesting their homes be realigned to the Cupertino Union and Fremont Union High School Districts’ boundaries. Staff will keep the Board informed of the progress of this request.
UPDATE ON MODERN LANGUAGE COURSE SIGN-UPS
Associate Superintendent of Teaching & Learning Kate Jamentz, Deputy Superintendent Polly Bove, and Coordinator Fred Keep presented an update on Modern Language course sign-ups for 2006-2007. Their presentation was given last week to the District’s Chinese Language Committee so its members can help answer questions in the community as regards language course offerings at our high schools (such as cannot offer full Chinese language program at Lynbrook High School next year; UC requirements need to be understood when choosing language course). Highlights: District’s goal is to build the Chinese language program districtwide while providing solid programs in other languages; combination classes of different language levels may be necessary at some schools to maintain staffing ratios; placement of Chinese heritage speakers is critical to their success and success of non-heritage speakers in beginning level (placement test implemented); staff needs to counsel individual students on best choices for language courses as some heritage speakers may have already met UC language requirement; and staff is investigating how Chinese language can best be provided at Fremont High as highest priority there is in serving needs of struggling students (Algebra double block implementation next year).
