BOARD REPORT for Board of Trustees Meeting April 11, 2006

CLASSIFIED EMPLOYEES OF THE YEAR RECOGNITION
A special recognition ceremony was held before the Board meeting to honor classified employees of the year chosen at each site. See District Bulletin and Press Releases.
PUBLIC HEARING
Notice of Consideration of School Facilities Fee Increase by the Fremont Union High School District Pursuant to Education Code Section 17620 No comments.
SUPERINTENDENT’S REPORT
Superintendent Dr. Steve Rowley introduced Shelby Spain, Director of Guidance, Attendance, and Alternative programs, who gave an update on the District’s residency verification process. Spain provided a handout detailing “no show” counts for this year and last year. The “no show” count includes all current 8th graders in feeder districts and current 9th, 10th, and 11th grade students in the District whose parents did not provide residency verification to register for next school year. The “no show” count for this year’s verification process that ended March 31, 2006 is 557 students compared to 418 for last year. This raises the question as to whether these students actually reside with District boundaries and they will be the focus of further investigation. Shelby acknowledged the high school staffs and the Educational Services Center reception staff for the outstanding job they did in February and March in verifying residency and registering 9,548
students for the 2006-07 school year. Shelby also announced that 173 students have applied for the open enrollment lottery at Lynbrook High School. The District has declared room for 50 students and the lottery will be held on April 26th. • Communications Manager Cindy McArthur informed the Board that the District will honor California Day of The Teacher (May 10th) and Classified School Employees Week (May 21-27) by providing STAFF APPRECIATION PIZZA PARTIES at each site to thank all staff for the terrific work they do. These lunches will be scheduled between May 10th and May 19th.
LONG RANGE PLANNING UPDATE & RETREAT DATES
Superintendent Dr. Steve Rowley and the Board discussed “suggested dates” to meet with principals and the cabinet to address updating the Long Range Plan. The date is undecided at this time. Dr. Rowley also announced that the administrative retreat will be held August 1-3 suggesting the Board particularly attend the entire day on the 1st to hear a keynote speaker.
SIMILAR SCHOOL RANKINGS UPDATE
Kate Jamentz, Associate Superintendent of Teaching & Learning, reviewed the similar schools rankings based on the Academic Performance Index (API) released March 21, 2006 by the California Department of Education noting that two of our high schools’ rank went down — Fremont High from 7 to 5 and Lynbrook High from 10 to 9. Jamentz stated that decreases in similar schools rank do not reflect a decrease in test scores. Every school in the state is given a rank on a 10 point scale, where a 10 represents the highest possible ranking and a 1 the lowest. This ranks the school in comparison to “other similar schools” in terms of demographics. She explained that the decrease in rank is because other schools with “similar demographics” scored higher. She explained that API scores increase more when low performing students’ scores go up. Jamentz also pointed out that the District is on target with its Algebra and English Learner initiatives in addressing ways to improve the scores of some of our lower performing groups of students.
WELLNESS POLICY UPDATE Trudy Gross, Director of Educational Services, reviewed the District’s coordinated school health program stating the District will be establishing a school wellness policy by July 2006. She announced that the first meeting of the newly formed District Wellness Council, whose purpose is to coordinate the implementation and evaluation of this policy, will be held April 12th. Student Board Member Helen Yang and incoming Student Board Member Peter Lu will participate on this Council. Gross stated that she has met with District’s food services on developing a more healthy food program in our cafeterias (compliance with SB12 regarding competitive food standards and SB965 regarding beverage standards).
FACILITIES MODERNIZATION UPDATE Geoffrey Kiehl, Chief Business Officer/Associate Superintendent, presented a review of recent work and accomplishments, projects in-progress, and the District’s unmet needs list as regards facilities modernization at all sites.
TEEN PARENTING PROGRAM UPDATE Trudy Gross reported that the Tot Center is now fully under the direction of the YWCA and includes children of District staff and community members and the Teen Parenting Program features an independent study program with a cooperative education parenting class. Both are functioning very well with the teen parents improving academically under this new structure.

- Adopted Resolution #056-14 Intent to Dedicate an Easement – April 11, 2006
- Approved the Fremont High School Interim WASC Report
- Scheduled Tuesday, May 9th at 5:30pm for a meeting with Reverend Joey Lee (Associate Executive Director of the Presbytery of San Jose) for focused unity dialogue. Meeting will include District administrators, the Board, incoming and outgoing Student Board Members, and a limited number of invited community members.
