CONGRATULATIONS to Paul Armstrong and Ron De Monner who were recognized by their Central Coast Section colleagues as 2009 Honor Coaches for their respective fall sports.

Paul Armstrong has been the Girls Cross Country Coach at Cupertino High School
for eight years. Paul also coaches Cupertino's Track and Field team. He is an active
member and webmaster for the Cupertino Athletic Boosters Club.

Principal Kami Tomberlain stated, "Paul sets high expectations for his athletes and
holds them accountable for meeting those expectations. His students' academic
excellence and sportsmanship are impeccable. That level of consistency is a
hallmark of Mr. Armstrong's teams."

Ron De Monner is in his fourth year of coaching Football at Fremont High School,
returning  after coaching there from 1995-2000. He has coached football
collectively for 44 years at Awalt High School, Mitty High School, San Jose State,
Santa Clara University, Menlo College as well as at Fremont High School.

Principal James Maxwell stated, "Ron's knowledge of the game and the way in which
he encourages and inspires players to do their best is legendary. Ron's mission is
to teach his players how to be successful in life, not just on the field."

Board Report for October 20, 2009 Board of Trustees Meeting

STUDY SESSION: Cupertino High School Plan
Principal Kami Tomberlain and Assistant Principals Cathleen Farrell, John Rodriguez, Andy Walczak, and Geoff Wright presented an overview of the 2009-2010 Cupertino High School Plan. The high school competed its WASC self-study last year and received a fill six-year accreditation. Highlights included Cupertino High School’s Academic Performance Index (API) “jump” of 39 points from 840 to 879, the largest point gain for comprehensive high schools in Santa Clara County. The team reviewed Cupertino High School goals for this school year:

      1)   Ensure high levels of learning for all students,

      2)   Increase the college readiness of CHS students,

      3)   Provide improved guidance services and programs, and

      4)   Create and improve systems to ensure that each student feels valued as a
            member of the community and is involved and connected.

Student Board Member Christopher Chui reported on student activities at our high schools.

SUPERINTENDENT’S REPORT
Presentation by City of Cupertino – Utility Tax Measure
David Woo, City of Cupertino Finance Director, explained that Measure B on the November Ballot will allow the City to update the existing Utility Users Tax that Cupertino residents have paid since 1990 for telecommunications services. Communication advances over the past two decades necessitate the update of Cupertino’s UUT law to match today’s technology, including definitions for new communications technology. To do so, the state’s Constitution requires voter approval. Woo stated that voter approval of an updated ordinance avoids the lawsuits some cities have faced that have jeopardized funding for services.

Update on Bond Measure B
COO/Associate Superintendent Glenn Evans stated that the heavy rain last week “washed out” a whole week of construction work at Fremont and Homestead High Schools. He reported that the District received DSA approval for the second increment of construction work at both sites and submitted the next increment that includes pre-fab buildings and bleachers. Evans invited Board Members to the District’s “Flip the Switch” ceremony to energize the new solar energy system at Lynbrook High School on Thursday, November 12 at 10:35am. He announced that the Citizens Oversight Committee for our Bond Measure B will present their first report at the next Board Meeting.

Update on 2009 Summer School Enrollment
Director of Student and Community Activities Mike White reported that Summer School was very successful. Due to budget cuts during the year, enrollment in Summer School was limited to students who were making up a course for which they had received an “F” during the regular school year. He added that the College Planning Workshop offered in partnership with the City of Cupertino was very well received. Students paid a fee to take the course but scholarships were provided for students qualifying for the free and reduced lunch program.

Update on the Student Information System (SIS) Selection Process
Director of Educational Services Bryan Emmert reviewed the process the District has taken to prepare for a transition from its current student information system (SASI) to a new system. Over the past year, a districtwide committee has been researching systems and working to determine the needs and wants that should be included in a new system. The District received proposals from eight vendors and after intensive evaluation, the choice was narrowed to two systems. These two vendors will make one last presentation to the committee within the next two weeks with the selected vendor to be presented to the Board on November 17.

Update on Residency, Enrollment and Section Allocation
This year the residency and enrollment divisions became part of the Business Department. This move united three interdependent functions, which have major financial implications for the District: residency, enrollment and section allocation. Director of Business Services Jason Crutchfield and Manager of Enrollment Residency Operations Julie Darwish updated the Board on Caregiver Affidavits and Interdistrict Transfers; enrollment projections, current numbers, and trends; and original section allocations, changes, and trends.

Update on 2009 Hiring
Director of Human Resources Tom Avvakumovits reported that the District hired 40 new teachers this year, the fewest number in many years. The most common subject areas for our new teachers are special education, English, and Math. Avvakumovits stated that the District is continuing its focus on improving our New Teacher Induction program and in providing customer service through website improvements and a new web-based sub system. Coordinator of Human Resources Ray Ramsey reported that the candidate pool for classified job openings continues to be very strong in both volume and quality. He stated the reputation of our District is a key component of attracting highly qualified candidates.
